Angela Brothers Bonarrigo
President, Brothers Insurance Associates
In 1984, Angela Bonarrigo started working full time at Brothers Insurance Associates, Inc. after graduating from Frostburg State University with a B.S. in Sociology. After working in both Personal and Commercial Lines at her family’s agency, Angela was made Vice President of Brothers Insurance Associates, Inc. in 1987, and was named President of the agency after her father retired in 2020.
Angela has served as a leader in numerous volunteer organizations, including as President of the Independent Insurance Agents of Carroll County; Board Member of the Independent Insurance Agents of Maryland where she was President from 2008 to 2009, Member of the Legislative Committee, and more recently as Past President Representative from 2017 to 2019.
In her free time, she has worked with Relay For Life for the past 13 years including many years as co-chair of Relay For Life of Taneytown. Angela serves as co-chair, along with her husband Joe, of the WHS Class of 1980 Annual Charity Golf Tournament.
William “Willy” G. Hoffman, Jr., CIC

In 1982, William “Willy” G. Hoffman, Jr. started working summers at Howard & Hoffman, Inc. while still attending high school. He started working full-time at the agency in 1991 after graduating from St. John’s College High School and earning his B.S. degree in Business from Mt. St. Mary’s College. He started working in the Personal Lines Department, then went into sales for both personal and commercial lines.
In 1994, Willy was promoted to Assistant Vice President and elected to the Board of Directors of Howard & Hoffman, Inc. In 1997, he was promoted to Vice President and Secretary and also earned the CIC designation. If he is not in the office, Willy is playing with his two children, coaching youth soccer, playing lacrosse, taking photographs (most of the photos on the Howard & Hoffman website are his) working in his wood shop, or barefoot water-skiing. Scott M. Hoffman, CIC

In 1980, while still in high school, Scott M. Hoffman started working summers at Howard & Hoffman, Inc., becoming the fourth generation of Hoffman family leadership. He started working at the agency full-time in 1986 after graduating from St. Stephen’s High School and earning his B.S. degree from the E. Claiborne School of Business at the University of Richmond. He started as an assistant in the Personal Lines Department, and later went on to sales for both personal and commercial lines.
In 1989, Scott was promoted to Treasurer and elected to the Board of Directors of Howard & Hoffman, Inc. In 1993, he successfully completed the required courses and was awarded his Certified Insurance Counselors (CIC) designation from the professional Insurance Agents Association. In 2005, Scott was elected as President of the D.C. Insurance Agents Association. He loves cars and motorcycles and is an advanced driving instructor for the BMW car club. Stephen Scontras has over 25 years of experience in the insurance sector and has held a variety of senior roles as an insurance distributor and underwriter, through which he has developed invaluable production, underwriting, operational, and management expertise. Most recently he served as Senior Vice President at Dowling Hales, an insurance-dedicated mergers & acquisitions firm. At Dowling Hales, Stephen worked with small to medium-sized agents, brokers and carriers, assisting them with strategic planning, distribution strategies, buy and sell-side representation and overall capital structure management. Stephen also manages a book of specialty property & casualty business focused on the nonprofit sector. Prior to Dowling Hales, Stephen authored and implemented business development plans and oversaw recruiting, training and operations management at offices of Arthur J.
